这个 PR 优化了概览页面，以及集群资源管理、策略管理的 ui 界面。代码使用 AI 进行编写的，只提供设计参考，合并需谨慎。后端增加了集群调度预览的相关接口，前端则是对已有的界面进行优化，增加部分前端文件。后端 cmd 文件夹中的代码注释替换为了中文。
